Laptop automatically gets put in Best Power Efficiency Acer Aspire AV15-51,causin temp to 90 degree

When I boot up my laptop, it consistently defaults to the Best Power Efficiency mode, causing it to reach temperatures as high as 90 degrees over an extended period. Upon investigation, I identified Quick Access as the culprit behind this power mode preference. However, even after terminating the Quick Access service to prevent it from starting automatically, I encountered another issue. Even when I manually switch to the Balanced mode, the laptop fails to activate the cooling fans. This poses a significant concern as it compromises the system's thermal management. How can I address this situation and ensure that my laptop operates in a balanced mode with functioning cooling fans?

    There is a syncing issue with Power Plan in W11; with "Create a Power Plan" where you name a new plan and select "Balanced" as template:

    And there is Power Mode where you can choose a plan, including Best Power Efficiency Plan, that by the way should run coolest.

    These two power options are not synchronized in W11 as I had Balanced in the first setting and Best Performance (that runs at top speed and is hottest) in the settings above. No idea what plan was actually active (suspect the first setting) so I changed both to Balanced. Acer also has the custom power setting implemented, BIOS has S0-S3 power settings and Modern Standby protocol in Windows11 (legacy "Sleep mode") overrides all power setting and till you disable that in the registry (see link at the bottom) Power Management in W11 is difficult to control. BTW you don't need Acer Quick Access and Acer Care Center, best to uninstall both apps but there will be services left in the registry and updaters in Task Scheduler after uninstalling so you need to delete the QaSvc or Quick AccessSvc and AccSvc or similar keys in Registry with Regedit.exe: HKEY_LOCAL_MACHINE\SYSTEM\CurrentControlSet\Services\ delete only the Quick Access and Acer Care Center services listed under this key, on the left screen. Then check the Library in Task Scheduler for updaters as apps can be reinstalled at some point.
