My aspire A515-57g laptop stutters and has lag

I have a aspire A515-57g with 1260p cpu but it has a lot of lag most of times. I checked cpu freq in task manager and it revealed that freq stuck on below 1.2Ghz. I also checked cpu with cpu-z stress test. its point drop from 5500 to around 2000 and below within 10seconds.

what's the problem???

    See if the fans or vents are obstructed. Do not use the laptop on top of a soft surface like a blanket, bed mattress, or any cloth that could impede intake or exhaust air from cooling the laptop.

    Consider checking your laptop's temperatures using a simple monitoring app such as CPUID HWMonitor. Anything less than 90C during daily use is withing acceptable range.

    Check if you are stuck in a low-performance battery-saving mode. It often presents with low CPU frequency. An unplugged battery, a mismatched charger, or a windows or Acer software setting could be a cause. In the easiest of cases, unplug and reinstall the battery if possible, and when running, unplug and replug the charger.

    Apparently there is nothing wrong with CPU temperature (around 62-65°C). I've checked Intel® XTU it seems that there is power limit. I am using the 90w original charger that was provided on the laptop and it is on AC power. Even my laptop is on high performance mode, this problem still persists.
