Please how do I start the computer on power up without having to physically press the start button?

I don't think you have given us all the model number… There should be at least a letter before the '22'. Your full model number is usually on the same sticker as your serial number, it should look something like xxx22-1600-xxxx. Most consumer systems don't have a function in the BIOS to automatically turn on when power is restored after an outage, that's more often seen on servers. We can't look to see if it's available on yours since we don't know what you actually have.
