    as you can see from p459 of intel's data manual
    11th Generation Intel ® Core™ Processor Datasheet Volume 2 of 2

    the slot power limit settings are Read Write Once.
    they get set only once by BIOS during POST.

    that i5-10400 cpu 0.075W bug is Acer's bug.
    it has nothing to do with Microsoft or HAL.

    Bios version R01-B0 is only 1 year old and for Windows11, Firmware version V1.01 is 1½ year old also for Windows11

    Bios/firmware is up to date, not "buggy" and you should only download and install Acer drivers from Acer Support for your Desktop model. If you have issues with your Desktop you can post it on this forum.

    You have posted a bunch of duplicated threads on this subject. I'll ask the moderators to merge them for you. In the future you are much more likely to get answers from single threads on a particular subject. Also remember that this forum isn't monitored by Acer support, it's for Acer community members, so you will only get answers from what other users have seen. As far as I know Acer doesn't provide pre-release versions of any of their drivers or BIOS images to any community members.

    The issue you see in Device Manager is a bug Microsoft introduced into the HAL back when they were reworking it for Windows 11 three or four years ago. I haven't been successful in pinning it down to anything specific other than the symptoms, and have seen it in pretty much all Intel based systems over the last three or four years, from all manufacturers. Sometimes a forced reinstall of the host controllers will clear it up, but more often not. Some people have had luck with complete OS reinstalls from scratch, some with factory resets, some no luck at all. It often presents as a missing camera, WLAN or other internal USB connection like touchscreen or touchpad. It's rare in my experience for it to present with an external port.
