I've been using Acer TravelMate P259-G2-MG for a while, I've replaced my battery twice (once under warranty then I bought) my battery health is degrading fastly Battery goes to zero within 40 mins it's partly due to my usage, I don't want to replace it 3rd time it's expensive.

powercfg /batteryreport

1. Can we charge our laptop using a Type C 65W PD charger by putting the charging cable directly in a Type C port?

2. Can we charge our laptop using a 20000mAh power bank having 65Watt PD output using Type C to 3 pins acer proprietary charger pin?
What about the charging current, overcharge protection etc… Will it be safe to use Type C to 3-pin connectors as shown in the image?

You best bet is to use a normal charger for your model instead of putting a set of adapters together for USB-C. A quick Google search on "P259-G2-MG charger" has lots of hits. You just need to verify it is the 65W charger used for your P259-G2-MG and not the 45W used for the P259-G2-M models. They are otherwise the same.

Spec doesn't call for charging via the USB-C port, and they typically call that out if it's supported.

The power adapter provides 19V on the 1.7x5.5x11 plug. The gizmo you show has too large of an internal hole at 2.5mm to make good contact with the center electrode and most USB-C chargers do either 15V or 20V at the high end, not 19V. It might work at 20V but no guaranties.

    Thank you for your response
    There's another one https://www.amazon.in/Cablecc-Adapter-Emulator-Trigger-4-0x1-3mm/dp/B07W5M54PV?th=1
And a few others also there as well especially for 19V DC, idk what's the exact for Acer's proprietary charging pin Here internal hole is 1.3mm diameter

"Most USB-C chargers do either 15V or 20V at the high end"
    Why like that?
    Aren't there any 19v 65Watt PD chargers/power banks?

Acer's connector is pretty standard, not proprietary at all really. The 5.5mm barrels are usually either 2.1mm inside or 1.7mm inside. The one you show there is unusual, I'm not sure who would be using a 4.0mm version. Normally they are 5.5mm or 3.0mm on the outside. The USB-C spec calls for voltages of 5V, 9V, 15V and 20V, though some implementations add 12V to that list. My expectation is that 20V output would work on a 19V charging system, but I could be wrong there. I do know that 19.5V does work on these systems.

You said "My expectation is that 20V output would work on a 19V charging system" Let me still try else I'll return it
19V on the 1.7x5.5x11 laptop adapter is equivalent to USB-C with 20V or 19.5V output to charge my laptop using type C, right?
Even if it's not proprietary I still need to buy a (1.7x5.5) barrel to the type C adapter right?
If so can you suggest to me some PD chargers/power banks with the exact configuration
