So, my Acer An515-54-599h hasn’t worked in a year, the keyboard backlight will kick on, and after a minute the fans will start running, but that’s it, after some investigating on the interior of my laptop, I came across this. I guess my question is, do I need a whole new motherboard, or can I fix this another way?

The JHS1 FFC plug in the AN515-54 laptop is the FFC lug for the Hall Sensor Board, I can't see anything wrong in your photo above,

Do a hard reset of your laptop first, unscrew all the back cover screws and pry the back cover out/off gently not to damage the laptop, then disconnect and remove the main battery and disconnect the RTC/BIOS battery also and take the ram module(s) out, leave everything disconnected for about 15min and then reconnect everything and boot the laptop, as and after you do all this your laptop should work properly, if the laptop still doesn’t turn on then there could be many aspects of why your laptop only turns on its fans, keyboard. It could be of a faulty USB board, eDP cable and its plugs at the mobo end or screen end etc etc that you need to take your laptop to an experienced tech to so that he can analyze your fault and fix and replace faulty parts, a motherboard is only required to be replaced if the cpu or gpu are damaged as all other issues can be repaired much cheaply than replacing a motherboard.
