Chromebook Locked Out Of NEW Account tried to set up Google Play. Failed and said "couldn't verify"

My Chromebook tried to set up Google Play. Failed and said "couldn't verify because info is out of date" or something (can't exactly remember). I tried restarting but it said "suspicious activity" and now I'm locked out because I don't have a phone. ALL OF THIS ON AN ACCOUNT I JUST SET UP.

Any help would be appreciated, thanks.

    A suspicious activity lockout should only be temporary up to 48hrs from the time when you were locked out. You might be able to speed things up by trying this.

    1. Go to Google Recovery Account.
    2. Enter your email address.
    3. Click 'Try another way to sign in' 3 times.
    4. Keep checking email for recovery link.
