Black screen the computer it just lightly flashes but stays black but will not display

I have an older eMachines monitor. For a while now when I wake up the computer it just lightly flashes but stays black. It has been coming on eventually if I restart the computer. Today it just stays black no matter what I do. There's power cuz the button lights up and it still "flashes " but will not display. Is the monitor just worn out?

Unplug the power cable from the wall socket and other cables connected to the monitor. Than press and hold the power button for 30 seconds and than connect it back.
