Is there anyway i can make my GPU fans less noisy at idle speeds. My temps are very low, GPU is 25 degrees at idle. But the fans are noisy and sound like almost out of sync and vibrate a fair bit.

If I remember correctly, that OEM RTX 3070 has surprisingly loud fans even when the GPU is doing nothing. :(

Try MSI Afterburner. With it you can control your GPU fans (create your own fan curve) and even undervolt your GPU for less power usage, less heat and less noise.

You could always ghetto mod it by removing the fan shroud altogether and slapping better fans on the heatsink. I think it had like four tiny screws in the corners. Then it is time for... Zip ties for the win! But then you would have to find how to power them, if the fan connector is not same size.

And here's just one picture that shows what is under the heatsink. Has nothing to do with deshouring, thou.

You can also get a buzzing noise if the shroud is a little tweaked, the fans will rub on it. Try loosening the screws a bit to see if it can be straightened at all.
