My pc been strange when gaming and high temperature 86C, Is this thermal throttle?

My pc been strange when gaming and high temperatures rtx 3060 laptop at 86C in one game stutters and little bit grainy effetcs and a little pixelated things in some areas and other game like the render resolution is low or a lot of jagged effects. I think cpu and gpu came defect snce new

86*C is usually too high for GPU. Try raising laptop about an inch above a hard surface to promote better air flow. Also turn coolboost on if it is a predator, nitro or vero laptop

i do all that, i have a cooler pad and sometimes i put the fans to max to see if it goes down a bit but it stays de same, i think the graphic and cpu came defect since new, thats why im asking if they are thermal throttling there to say it to the guarantee.

Cooler pads can often block the airflow from the air exhaust vents on the bottom of the laptop because pads only blow air in one direction. Best to simply raise the laptop to promote airflow in both directions --- in and out of the case --- by the laptops own internal fans..
