Open Control Panel. Search 'power plan'. Click 'edit power plan' in left pane. Click 'advanced power settings' in next pane. Expand processor power management fold. Change maximum processor state to 90 or 100% on battery and plugged in. Battery must also be near 100% and charger plugged in for maximum performance time

  • Open powershell as administrator and then paste this key: powercfg -duplicatescheme e9a42b02-d5df-448d-aa00-03f14749eb61

Then press the enter key. An option called MAXIMUM PERFORMANCE will appear in the power options! See if it improves performance.

Guys, I think I have found the cause of the problem. I live in Brazil, and here we have some states with 110V in the electrical line and 220V for others. I suffer from the same problem: GPU limited to 20W. In a notebook's power brick, there are two different electronic circuits for 110V or 220V. In Santa Catarina state (220V), my GPU works limited at 20W, but in Paraná state (110V), it works completely normal, running games as it should. I think it may be related to your power brick; try using a transformer (110-220V or vice versa) or buy a new power brick and test it out. It's worth mentioning that I tried everything I could to resolve this problem (all of the Acer and Reddit forums I could find) before moving back to Paraná. I spoke with some engineer friends, and they think that should be the case.
