I’m really keen to add a good quality RGB CPU cooler, ideally an iCUE Corsair model, to my PO3-640. I’m a total novice in terms of what will fit and how to go about deciding on the correct piece of kit and what else I may need.

I didn’t realise the case was so small and how limited the remaining internal space was. Am I just looking for something that doesn’t really exist?

Any guidance would be greatly appreciated. I have attached a picture of the inside of my PC.

Spec says "You can install memory modules in any combination as long as they match the specifications." so that it's an issue. The bulk of the people here who are replacing their cooling are using the Noctua... Just search here and you'll find plenty of people using those and detailed installation help.

I'm sorry that I can't help you with your question, but could you check your manual and see what is says about the recommended order of RAM slots being used? I'm not sure if this makes any difference to anything, but I think that the RAM slots should be populated in this order (from the left/CPU):

    empty, full, empty, full

Like I said, I may be wrong and even if I'm not, moving memory modules will most likely make no difference to performance or stability.
