No bootable device nitro 5 An15.. no legacy

I have a nitro 5 An15 model that was working fine till the power went out. When power came back on and I turned my comp back on it said no bootable device. The bios has no legacy...I've tried every tip that I've found online with no luck. It is showing the new hdd I got though, after I tried a full reset on the other one... 
Can anyone help?

    Legacy mode is being phased out on most machine manufactured in the last few years. Please post a phone photo of your BIOS INFORMATION & MAIN tabs if possible. Press Ctrl+S to reveal any hidden options in each tab.

    Yes, but the new Seagate HDD doesn't have Windows installed on it yet. So it can't boot. The SATA mode should also be changed from Optane to AHCI mode in the BIOS Advanced tab since you don't have Optane installed.

    You must install Windows on the Seagate drive from a USB installation drive using Microsoft's USB Media Creation Tool.  After making the installation USB, insert it in a USB port. Then turn the machine on and immediately tap F12 to boot from the USB installation  Follow directions to install Windows on the new Seagate HDD so it will boot.

    It won't let me change anything.... I think my laptop hates me lol. Made the usb but it wouldn't let it load...said I didn't have permission

    I also reseated the stick ssd ...it also say I don't have permission though I set my administration password

    Make sure the F12 boot option is turned on in the BIOS Main tab. Also disable secure boot, in the BIOS Boot tab. Then F10 to save settings and exit. If the BIOS still won't allow you to change anything, then set and save a BIOS supervisor password in the BIOS Security tab. Then F10 to save settings and exit again. Then re-enter the BIOS with the password and make the changes. Don't forget the BIOS password!!!!

    I ave followed all these steps and when acer screen turns on and USB lights on and blinks then top and then computer will continuously restart itself until I press f12 or f2
