Predator orion 3000 PO3-630 high CPU clock and temperature

Is is normal that CPU clock is almost above 4000 mhz at all time? Also the CPU temp is weird in some games it's okay (75-85 C) and in some games It's very high (90C). I'm planning to replace the stock intel cooler to Noctua NH-U9S.

    90*C is still within an acceptable temperature range under heavy loads. However, you can probably significantly reduce CPU frequency and thus temperatures without sacrificing too much performance by opening power options in Windows start  menu. Click processor power management and set maximum processor state to 90%. If you notice too much performance loss under gaming, then try increasing the max CPU state up to 95%. If still noticeable, then increase by 1% increments till you're happy with game performance.

    If it was mine, I probably wouldn't mess with the stock cooler at this point. Mainly because it's still within normal operating temperatures and tweaking the max CPU states might make it even lower.
