My device is just over warranty and it does not hold a charge unless it is powered down. The battery test tool says it's fine. I have 2 other chromebooks, An Asus chromebook flip CP100A that is 6 yrs old and another Asus C302CA that is 5 yrs old. Both of them have perfect battery performance.

Check the charger/batteries output and wattage OEM specs, also check the laptops side DC charging port if its not damaged or its center pin part is not bent or the outside of the plus negative section, connects to this plugs internal DC plugs pins? As that is the negative part of this pug and if its not making contact, then the charger does not work or charge the battery irrespective of what the "battery test tool" says. As a battery not charging could be from many issues that is best dispensed/fixed by an experienced technician. The diagnostic process has to properly check where the source and then the mechanics and circuitries of the laptops power and charging sources..
