GPU fans not working at full speed (stays around 1400rpm) PH317-55

My CPU fans works normally at 3000+rpm (7k with turbo modo=on) but somhow my GPU doesnt want to work normally as it used to be spinning at 3000+rpm too, ive tried every thing ive found from Acer community including opening case, cleaning, reinstalling drivers and softwares, etc. Ive compared it with the CPU fans while spinning it for test manually and it spins freely like the CPU one.

It works normally only when i open the backcase and spint it a bit then turn on the laptop. Is there any solutions please?  

Model: PH317-55, i7-11800H, NVidia RTX 3070

    @yue813 try to disassemble the GPU fan by taking its blade out, cleaning the bearing and the motor, and adding some grease to make the fan run smoother. https://www.youtube.com/watch?v=Q5X1wWpN-QI

     @AnhEZ28 thanks Ive done this method and it still doesnt want to spin more than 1400rpm as in the pictures shown on the post

    @AnhEZ28 Thanks for the method but i tried it and it still doesnt work, as in picture shown CPU normal speed and GPU max speed it still at low RPMs, can it be any problems with the Watts or anything from softwares?
