Thats the number of runing programs not the number of processors :)

Check on CPUz to see if the cpu is clocked at that, most likley reason is the power managment has gone a bit wierd, if plugged in it will boost up anyway, and if anything puts a bit of load on the CPU it will cause it to turbo. It could be the act of launching task manager itself!

if its something like that, it could be some crappy DRM which is requesting a processor state. the processor is trying to finish something fast so that it can go back do doing nothing, its almost impossible to find what is doing it as it wont be using a lot of CPU, only reall way is to do a system restore or refresh the system and then be take note of what causes it to happen in future

it shouldnt be causing the fans to ramp up if its not doing anything though 🤔 maybe a system update or something thats hidden from task manager
