I see Max TDP 35W in CPU-Z software. AMD says the default is 45W. Could there be a power restriction on the gaming laptop? I know on the internet the HS one is 35W, but why is this H series! How can I fix this problem, is it like this for everyone? BIOS Version V1.04. Model AN515-44. OS Windows 10 21H2, IS 19044.1706.

Yes, BIOS firmware typically limits mobile CPU power to what you're seeing for dependable heat mgt inside small thin crowded laptop cases. Any hidden power options would be revealed  by pressing Ctrl+S in the BIOS Main or Advanced tabs. 3rd party apps might allow some tweaking  but not recommended.

I remember you said 45W before. I downgraded BIOS due to TPM issue. After that, I did BIOS Recovery, the result did not change. It's not a thin computer and it has very good cooling. I have a gaming laptop.

Yes, but it's not as good as a desktop or large big screen gaming laptop case. It is still a crowded laptop inside. It has good cooling because CPU power is limited to 35 watts. You may be able to safely increase it with 3rd party apps like m si aft er burner but then cooling and battery life won't be as good.

HWiNFO software shows my processor is TDP 45 W.

I think the mobile CPU can overclocked up to about 55 watts. AMD's default setting is about 45 watts max for this CPU. However, OEMs like ACER  can decide to undervolt or underclock to as low as 35watts max. I'm not sure benchmark freeware are entirely accurate in assessing actual TDP max but I would guess that CPUz's TDP is probably closer.
