Predator PH315-53 - Inability to Disable Intel Turbo Boost, Boot Problems, and BIOS Resets

Hello everyone,
I've had a Predator PH315-53 for a couple of months with the following specs:
  • Intel i5-10500H @ 2.5GHz
  • NVIDIA GeForce RTX 3070 8GB
  • 16GB of RAM
  • 144Hz 3ms Display
I use the OS that comes with the laptop (Windows 10 Home) and the latest BIOS version (v2.04).

Turbo Boost is on when my laptop is plugged in and in Best Performance mode, and speeds up to 155% to 166% maximum frequency. My computer starts to heat up, my fans start to become louder (not turn faster), and after about 1 and a half minutes, throttling starts.
Any other mode (plugged or unplugged) is laggy and games are unplayable: Unstable frame rates and a feeling of VSync. And due to the throttling, I can't escape it.

I've tried setting the maximum processor state to 99% on the Acer power plan and also the Balanced power plan, which hasn't stopped the overclocking.
I've also looked through the Intel Extreme Tuning Utility software, and the option to disable Turbo Boost was grayed out.

Also, since about a week ago, it takes several tries for my computer to boot up (the keyboard lights up and blackens out a couple of times), and the BIOS resets every time.

I don't know what to do, and I believe I'll just have to resort to buying another computer.

    1. From the System Utilities screen, select System Configuration > BIOS/Platform Configuration (RBSU) > Performance Options > Intel (R) Turbo Boost Technology and press Enter.
    2. Select a setting and press Enter. ...
    3. Press F10.

    How do I enter the System Utilities screen? I can't find it.
