ES1-571-31XM not booting - power light flashes, goesout with a kick of fan

I have been troubleshooting this old Acer ES line laptop for about 6 months now. After some time in storage, it wouldn't boot. I've opened it up to check and everything was where it needed to be, checked the FFC connection to the daughter board with the button, USB and SD card, that was alright, closed it up and put the four center screws in and did a 30 second battery reset. Currently, it takes about 2 hours before the battery status light turns blue from orange, and before storage the battery health was at 98% (Excellent Health). The battery was at a storage charge (65%) and was in storage for 9 months. Testing was using a known good charger from an active use Acer laptop which charges as advertised.

Disconnect battery and try running on charger alone.

This was apart of my troubleshooting when I had it open. However, the same symptoms occur. Metered the battery and had 12.0VDC, which is above the nominal 11.1VDC of the pack.

No. The battery charge LED is supposed to turn from steady orange to steady blue, not blue to orange. What it's health was 6mos or a year ago mean nothing. The battery voltage measured with a multimeter also means little or nothing, It's the charge capacity in amp-hours that's important and this may be near zero. From everything you've described, it's likely the battery discharged to below a critical level of about 5% during the period it wasn't used. Batteries often can't recover when discharged to these low.levels.

If it was mine, I would try a new replacement battery for less than $30 instead of continuing to waste time trying to salvage at least a 6-year-old battery that was probably damaged from not being charged for so long. Google search ES1-571 & battery for vendors who ship to your location. Less than $30USD.
