My acer vg280k monitor has an advertised refresh rate of 60 Hz but when I plug it in to my NVidia GeForce 710 graphics card the highest refresh rate I am allowed is 30 Hz; the "recommended" (by windows 11) refresh rate is 29.97 Hz. Is this a limitation of the graphics card, or is the monitor not up to snuff? I've been having awful trouble running a second (older) monitor in tandem with this new monitor; the older monitor connects via DVI-D and shows a refresh rate of 59.97 Hz. The older monitor displays at 2560 x 1440; the new monitor displays at 3840 x 2160. Any hints would be very welcome.

Sorry GeForce 710 digital signal output is only 30Hz max at 3840x2160. 60Hz max at 2560x1600.  So what you're seeing seems to be roughly consistent with the inherent GPU card limitations.
