Did you download the iso from a Linux instead of a Windows machine?

    (1) If you have Win10 installed, you need to make a media repair USB stick using Microsoft's usb media creation tool at this link.

    (2) Then shut your machine off.
    (3) Insert the USB repair stick.
    (3) Turn the machine and immediately start tapping the F12 key
    (4) A menu should appear to allow you to boot from the USB stick
    (5) Once booted, choose troubleshooting from the menu
    (6) Then click on the command prompt

Once at the command prompt (a black screen with small white characters and a blinking cursor X :  \ > _ ), then report back here for further instructions.

What do I do next after downloading the Win8.1 ISO file?

    OK.

    (1) Use Rufus to prepare the Win8.1 installation/repair iso file on a GPT partition scheme FAT32 format USB stick
    (2) Do you want to try to clean install Win8.1? This might be easer.
    (3) Or do you want to try to repair the old Win8.1 and try to save your personal files? The might be harder.

    (1) Shut your machine off.
    (2) Insert the USB Win8.1 installation/repair stick.
    (3) Turn the machine and immediately start tapping the F12 key
    (4) A menu should appear to allow you to boot from the USB stick

Once it boots, please post a phone photo of its menu options.

    (1) Shut computer off again
    (2) Turn it on again and IMMEDIATELY start tapping the F2 key
    (3) The BIOS menu should appear
    (4) Click on the BIOS MAIN tab
    (5) Make sure the F12 boot  and D2D options are both enabled.
    (6) Press F10 to save these enabled options and exit the BIOS menu
    (7) Shut the machine off again
    (8) Plug in the USB installation repair stick
    (9) Turn the machine back on and IMMEDIATELY start tapping the F12 key
    (10) A menu should now appear to allow booting from the USB repair stick
