I have an Acer Chromebook CB315-3H that is less than two years old and suddenly will not turn on.

It's fully charged, I've tried a hard restart and at first the blue light will flash and the screen will flash blue but then goes right back to black. When I try it again, the screen just stays black.

If a hard reset didn’t do anything then open your laptop and take the battery out completely as that will reset the bios also then replug the battery back after about 15min and see if the laptop reboots? If not then there could be problems related to internal power On/Off circuitries that need diagnosing like a Super IO, certain capacitors or a circuitry fuse etc etc which only an experienced techs that has the appropriate tools can diagnose easily with an infrared Thermal Imager gun so that overheating/shorting circuitries can be seen which needs replacing to fix your laptop.
