Usually those popups are from a hijacked website and are generated by the browser. Just close the tabs on the browser to that site.
Click on "Like" if you find my answer useful or click on "Yes" if it answers your question.

It can also depend on which AV you have. Many aAcers come with Norton which may be hard to remove but any more I prefer Windows Defender. Just keep it updated. Can always just close the browser (pefer Firefox) immediately and do a quick scan.

BTW a good AV program will tell you the name of the infection. Fake ones won't.

These types of messages aren’t 'pop-ups' in the traditional sense. These messages are web push notifications that are generated from websites. Web push notifications don’t require your email address or any other means of identification to display on your PC. You first have to 'opt-in' to receive them. You normally opt into these notifications after you see a pop-up in your browser. After opting in, the website then pushes notifications to your PC.
Importantly, these notifications are delivered on a 'system' level, and not at the browser level. Delivery on a system level means that the notifications can appear even if your browser is closed. Notifications could also appear even if your browser isn’t on the website where you agreed to the notifications.
You can turn off web push notifications in your web browser. Different browsers have different steps, so we’ve included a few below.

    Chrome
    Open Chrome.
At the top right, click the More actions icon (), then click Settings.
Under Security and Privacy, click Site Settings, then Notifications.
To block all notifications, select Don't allow sites to send notifications.
To block notifications from a specific website:
Click Add next to Not allowed to send notifications.
Type the website URL, prefixed with [*.]. For example, type [*.]mcafee.com to block all push notifications originating from the mcafee.com domain.
Click Add. The website can no longer send push notifications through Chrome.
If the website responsible for displaying the unwanted notifications is already in the Allow list, remove it:
Click the More actions icon () to the right of the domain name that you want to remove in the Allow list.
Click Remove. The website is removed from the Allow list.

    Firefox
    Open Firefox.
Click the stacked menu icon () at the top right.
    Click Settings, Privacy & Security.
    Scroll down to find Permissions.
    Click Settings next to Notifications.
To stop websites from making any new requests to send notifications, click the Block new requests asking to allow notifications checkbox and then Save Changes.
To block notifications from a specific website, select that website and do one of the following:
Click Remove Website to remove the website completely from the list.
Double-click the website, and change the status from Allow to Block.
Click Save Changes. The website can no longer send push notifications through Firefox.

    Edge
    Open New Edge.
Click the Settings and more icon () at the top right.
Click Settings and then Cookies and site permissions.
Scroll down to find All permissions and click Notifications.
To block all notifications, turn off Ask before sending (recommended).
To block notifications from a specific website:
Click Add next to Block option.
Type the website URL, prefixed with [*.]. For example, type [*.]mcafee.com to block all push notifications originating from the mcafee.com domain.
Click Add. The website can no longer send push notifications through New Edge.
