I want to play some game, but opposite the videos, where people can play in 60fps, I only can play 21-25fps. I play with the dedicated mx350 GPU, but it works only 10%. How can I fix it. I already updated the driver. I have win11, and 12gb ram. 4 built-in and 8 in the slot.

Your screen resolution is probably set too high. Try reducing it to see what happens. Right click empty space on desktop to adjust nvidia resolution settings.

What is the max resolution you're trying to use? FHD 1920x1080? Or HD 1366x768? Those are the only two  maximum resolutions allowed by an FHD or HD LCD screen at 60Hz. The mx350 GPU may be capable of higher resolutions at 60Hz but the screens won't allow it.
