@Ja_dia23 charge the laptop or locate and battery pin reset hole under the laptop. Use a small tool like sim ejector and push it for 15 secs.

Unplug charger. Insert and gently press paperclip into pinhole on  bottom for about 30secs. Plug charger back in but wait for battery charge LED to turn from blinking or steady orange to steady blue. This may take up to 8 hrs. Only after turning steady blue, try to turn the laptop on again.

I have tried this and every time it comes on and I turn I off when I'm finish I'm faced with the same problem. Is there a way I can fix the problem in general

Most times it's a blinking orange light but a slow blink and other times it's a blinking slow blue

You should not be trying to bootup on battery alone if its charge level is 20% or lower when you shut it down 5 hrs earlier. The boot process consumes a lot of power and the battery may quickly drain and not be able to maintain current and voltage needed by the system to fully boot. I rarely try to boot a laptop on battery alone unless it's at least 50% charge level when I shut it down.

So is it a battery problem or charger problem? The light is blinking blue now

More likely the battery and it's own internal charge regulator are the problem.

I suspect that your battery may have sometimes drained below the critical 5% level. This can permanently damage the battery.  The battery might be saved plugged in if the charge LED blinking turns to steady orange then to steady blue within about 24 hours,
