AN515-55 CPU not delivering on promises

Hi,
I have AN515-55 laptop and it has Intel i5-10300H CPU. When I compare it to my desktop PC which has Intel i5-2500 CPU, it should be on par or at least a bit more powerful CPU, according to online benchmarks, but when I test it in real life scenarios I don't get the same results. For example I am running Dota 2 (CPU bound game) on my PC with stable 60 fps, but on my Acer laptop it runs with 30 fps. I can't figure out what is causing this. I am using high performance power plan, my CPU stays at 4.5GHz 100% utilization when running the game, GPU at 40-50% utilization. Reducing the graphic quality of the game doesn't improve the framerates. I've tried several reinstalls of Windows 10/11, newest updates, older and newer graphic drivers (even tho this isn't the issue), nothing helped. Is the game the problem or is it my system?

30 seems very low for dota, do you have anything else running at the same time? And plugged in charged right?

I've tried to make the comparison with Lost Ark (CPU bound). On my PC I get 80 fps, while on my laptop only 45.
I've tested also with God of War(uses both GPU and CPU to the max), on both setups the framerate is equal 45 fps on original settings. The GPU's are comparable on both setups (1060 3GB vs 1650Ti)

What are the temps of the laptop like? If its sustaining 4.5 shouldnt be too high so it probably isnt thermal throtteling. And whats Ram utilisation like?

My current thoughts are bad drivers, swapping, or the lappy using the wrong GPU

As I said I've tried multiple drivers, without a different result. It is using the correct GPU, but that isn't the problem, even using the integrated GPU results in the same framerate for Dota. RAM utilization is around 60-70%.
