I'm planning on doing a case swap soon. Ill be taking everything out of my PO3-630 and installing it into the new case along with a new psu and a new mobo I just don't know which mobo to get. If anyone has a suggestion I would highly appreciate it.

In my opinion and if you want a durable hard core gaming, graphics and all-round high end platform setup for a reasonable price (this is just my opinion and take it as you will?) get an Asus TUF Gaming Z590-Plus Wi-Fi as I've recently built an AMD gaming system around the ASUS TUF Gaming B550-Plus (WI-FI) (which is priced very reasonably for its high end specs) and paired it with the Ryzen 9 5950X and the Asus Nvidia TUF Gaming GeForce RTX-3080Ti GPU and 64GB G .Skill (2x 32GB) 3600Mhz CL18 RAM (btw Asus has all the suggested RAM listed for their mobos so you can't go wrong) and it works unbelievably quick and the overclocking options are numerous and very advanced for all your performance needs. Just a bit of history, Asus make some great mobos that I've used since 1999 when they started making the AMD K7 and K75 which were the birth of the Athlon CPU and were the best gaming CPU's in those days and that's why I got onto AMD and Asus, which is pretty much like today.

Yes you would, the OEM licensing ties the key to the motherboard, so you would need to add a license.
