What is the specs of your "custom windows computer" motherboard as it must be an old format if it doesn't HMDI or USB-C. The reason why your DVI doesn't work together with the DVI is because both connectors work in the same way, so its either one or the other, the signal is transmitted from the source device through the port to the connector cable, and then to the destination that is the display device. The VGA connector carries analog signals. The digital video signal received from the signal source is converted into an analog signal and transmitted through the cable in an analogue signal. If the display device is an old CRT (Cathode Ray Tube) monitor, it will accept analog signals. While DVI is digital only so you can't have both as VGA takes over the signal as its from the same source, if you disconnect the VGA and connect the DVI then it will work but you can't have both. If you would have a USB-C then you could connect this monitor together with either VGA or DVI and have two monitors connected.
