Low and unstable FPS with orion predator P03-630-ec12 system on all games

I bought this computer as an upgrade for my nephew. He has a 240Hz monitor plugged with displayPort (LG 27GP750 gaming monitor -->1080P). We play Fortnite together. This acer computer has a 3060 ti as a video card but cannot get his FPS to stay at 240 even with all the settings in Fortnite at LOW. Sometime, he's FPS drop to 50-70!!! This happens in every game he plays (WarZone, vaIariant etc.). I have the same monitor on my side but with a RTX2060. I have more FPS then him with an older system. How can this happen? We are both using the same nvidia driver versions. Only difference is that I use windows 10. He has windows 11. We tried many suggested solutions on the internet from game mode in windows 11 etc... I am thinking of returning the computer to Costco. I mean, he should be able to play Fortnite at 240 FPS 1080P on ultra settings easily with a 3060 Ti. he's not able to have 240 FPS even on LOW! Maybe i'm missing something. I'm also looking at alot of internet posts which mention that the 3060 Ti could be a lemon. Forget to mention that the computer is a fresh install with only Fortnite on it (Acer Windows 11 image that came with). Can someone suggest a solution. Thanks in advance!

Has either of you followed his GPU and CPU temps? Maybe his 3060 Ti or CPU gets too hot and the PC starts throttling. If so, the thermal paste between the cooler and the CPU may need to be reapplied. FYI, at times even GPUs coming straight from the factory have problems with their thermal paste and thermal pads. But since it's a new PC, I wouldn't start ripping it apart. Check the temps first.

Does the PC have at least 16Gb (2x8Gb) of RAM? If it does, check that the modules are in the right slots (see manual). Running memory in "single channel mode" is not as fast as running it in "dual channel mode" when gaming.

Is your nephew live streaming or recording while playing? This might cause some stuttering. Are there any other unnecessary programs running on the background? And yes, I consider PredatorSense as unnecessary. After making adjustments, it should be turned off.

If all this fails and you feel like it, install his GPU into your system and see if it performs as expected. If it does, maybe it is a Win 11 problem.
