discrete graphics card not working at full capacity - Acer Aspire A715-41G

Hello, I have an Acer Aspire A715-41G laptop. the essence of the problem is this - launching cs go and entering the game (with bots or in matchmaking - it doesn't matter)
My fps is 130 (130) on average. At the same time, both video cards work (loaded) at 20%. I need my discrete video card to give maximum fps. I have tried all methods. Drivers and amd and nvidia reinstalled. Tried to install other versions of Windows 10. Changed game launch options as well. fps_max 0 also set a long time ago. Just a feeling that something does not allow them to work at maximum strength. The power supply scheme is also configured for maximum performance. in the nvidia settings you can no longer select a video card (now windows 10 does it, or rather the Graphics settings section - there I also chose my gtx1650 as preferred) I could also skip a couple of methods that I used (I could forget because I have been trying to solve this riddle for two years)
Please help.     I forgot to add, I upgraded the system and added another 8 gigs of RAM. It is the same as it was from the factory (in total 16 gigs
