I have a new Chromebook Spin 713.  I want to get an external monitor.  Can I drive a QHD monitor via the USB-C connection?  Say, connecting to a Dell 2520D monitor?

Yes your Acer Chromebook Spin 713 has USB-C ports on both sides and right side has a 1x HDMI 1.4b version as its outlined in the Acer Chromebook Spin 713 user manual:

    • USB type C port - Connects to the provided USB Type-C power adapter and to USB devices with a USB Type-C connector. Supports DisplayPort™ over USB-C™
    • HDMI 1.4b port - Supports high-definition digital video connections.

Also and just to expand, with image and graphics you can also use the Display Port or the HDMI Port or a DVI (dual link) type ports of a desktop graphics card as an example and in your Acer Chromebook Spin 713 laptop you can use the USB-C or the HDMI port so use that as other laptops have a Display Port also. USB-C also can handle 144Hz and above refresher rate monitors but in the case of HDMI Ports you need a version 1.4 or higher to work with 144Hz plus monitors so your Acer Chromebook Spin 713 has a 1.4b and it will work just fine.
