Where did you get the vbios for your refresh model 2060 card? Is it from TechPowerup? Also, is your refresh model 2060 the 6GB model? As its very dangerous to change the vbios as you will cause all sorts of problems with the wrong vbios! With the NVIDIA GeForce RTX 2060 Mobile Refresh card (TechPowerup specs) that has the GPU Variant N18E-G1-KD-A1 this card runs at Base Clock of 1005 MHz and Boost Clock 1560 MHz, Memory Clock 1375 MHz 11 Gbps effective and Effective Memory Clock 14000 Mbps its TDP is 65W, to increase the TPD with a wrong vbios could cause lots of problems. Btw, this NVIDIA GeForce RTX 2060 Refresh Mobile Graphics 6GB specs has the GPU Variant N18E-G1-B (TU106) is quoting this card as having a TPD/TPB of 115W so and as you can see there are different models for the 2060 Refresher cards somaybe get this cards vbios as you must have flashed the wrong vbios? Try the vbios of the TPD/TPB of 115W card and see if its suitable? But be very careful as flashing any bios wrongly is very dangerous and destructive as it could brick your GPU and laptop beyond repair and I take no responsibility to how and what you do!

Btw and just for your information, the GTX-2060 Mobile Refresh is unlike the fully unlocked GeForce RTX 2070 Mobile Refresh, which uses the same GPU but has all 2304 shaders enabled, NVIDIA has disabled some shading units on the GeForce RTX 2060 Mobile Refresh to reach the product's target shader count. It features 1920 shading units, 120 texture mapping units, and 48 ROPs.
