How to 'soft overclock' your CPU so that all cores can run at the single core turbo boost frequency?

I've seen multiple threads where @Red-Sand and several other users mention using ThrottleStop to allow your CPU to run all of its cores at the maximum single core turbo boost frequency simultaneously by setting Speed Shift EPP to 0, but for whatever reason that does not seem to work for me. I am currently using Throttlestop 8.70, with @Red-Sand pre-undervolted profile for my i7-7700hq. I was wondering if anyone could assist me in solving this issue. I have attached my throttlestop settings.

    Any specific reason why you would want to do that, especially on a laptop? The heat generated could kill your hardware.

    cjc2040 its not possible to have all cores ath the max single core turbo boost (read the intel specs for you cpu on the intel website) i dunno where you have read that but you might be confused here  thats not how it works (Red Sand would never said that either) you cant overclock your cpu only the HK cpus are overclockable all the remaining H/HQ are locked also TS its to undervolt not overclock thats the whole purpose of using TS to start with to lock your cpu clock to a lower clock so it wont heat as much and the max turbo boost speeds as i said are for 1 single active core only you would have to disable/park all other cores and by doing that you would loose most performance i really dunno why would u want to do that but good luck as the <<issue>> you say you have its no issue at all i dont see anything wrong here youre undervolted as you dont seem to have thermal issues so theres nothing wrong with anything and its a 7th gen 2017 almost 5  year old laptop so its way old/outdated by now i just hope you have at least a 1060 paired with it as if you have a 1050ti (as this variant existed in some countries) its a waste on the cpu :)

    I have the 1070 paired with it. @xapim ,@Red-Sand has shown a screenshot where his i7-7700hq is clocked to 3.8 Ghz on all cores in firestrike. I am also not concerned with temperature as I have repasted my CPU and I seem to have won the silicon lottery as my temps never exceed 75 C under full load with my undervolt.
