Aspire 3 EXTERNAL HARD DRIVE CANNOT BE RECOGNIZED BY WINDOWS 11 WHEN INSERTED TO USB PORT 3.0

Hi! I'm just a newbie here. I just want to ask a question, my external drive is not recognized by my laptop Acer Aspire 3 just earlier. I don't know what to do next because I already did all the solutions that might help me fix the problem including finding the drive in disk management and command prompt. I already did those but they cannot find my drive even though the blue light in my external hard drive lights up. I checked the drive in device managers to see if there are signs of my external drive recognized by my laptop and it does. The problem now is that even though it shows up in device manager as hidden and I still can't fix it. My USB port 3.0 works with any devices but not that specific external hard drive that I have. Is there anything I can do to fix this? Thank you for the answers by the way, I appreciate it!

Open Control Panel. Search 'button'. Click 'change what power buttons do' in left pane. Click 'change settings that are currently unavailable' near the top of the next box. Scroll down and make sure fast startup box is UNchecked. Shut down Windows normally. Then plug the external drive in the USB port. Then turn the machine on and let Windows automatically redetect the drive.
