Why can't the RTX3060's power go above 80watt in the Nitro 5 AN515-45?

Today I bought this laptop and I ran a 3DMark time spy benchmark (latest version) on it. The gpu score was 7200 what show me that it is not enough if the gpu's power reach the 95watt. I found discription about this problem in the community and more people said that the bios upgrade is the solution. I was checking the bios and the gpu firware version and these are the leatest (bios: 1.08, vga firmware: v102a). I use the MSI afterburner during the benchmark to follow the values and the power never go above 80watt. First time I am not use the MSI Afterburner but the result was same, so it is not the problem. When I ran the benchmark, no program was running in the background.

Specification: RTX3060 (driver: 496.49), R5 5600H, 16GB 3200Mhz, Windows 10 64bit Home (latest updete)

    what fps you're getting while playing and my fps is locked to 40 in every game
