my acer chrome book has been hacked n20q9 can anyone help me ?

1. my password from my orginial account have been changed and developer mode has been turned on and interfeard with 
2. background of the screen is all fuzzy 
3. enterprice enrollment has been signed in to but wont allow me to change password 
4. also every phone i have gets hacked including a contract phone and a cheaper alcatel 
5. word app stated that this can modify my messages read my sim card data ect 
this has been going on for nine month can anyone help me please ive tryed to factory restet it and restore it 
6. im doing an nvq and they have deleted two full peices of work

    Before you reset your Chromebook it looks like your Google account needs looking at.  See https://support.google.com/accounts/answer/6294825?hl=en

    Hi,
    Ive been through the Google account.
    The things I've seen what I no nothing about is chromium os and developer mode seems to have lots of input init the word app also stated that it can read my sim card details and modify my contacts.

    Your sim card issue: If you find Word in the Play Store and scroll to the bottom of the page you will see "Permissions" and a link "view details". In the permissions you will see:

    AFAIK you will have agreed to the apps access when you installed it  See this https://support.google.com/googleplay/answer/6270602?hl=en-GB to learn more about permissions.

    Is there any reason why you are operating in "Developer" mode? Here's a link about removing it:

    There are many alternative web pages on both the above topics but I've only used "Google" pages so you have no doubt the accuracy of the information.

    Yes, it really sounds like your Google account has been hacked and then someone has used those credentials to make changes. Get that account fixed so no one else can use it, then do a power wash on the Chromebook and a reset on your phone (if it's Android). If you haven't fixed the Google account the bad actor will be potentially able to do it over and over again.
