Desktop turned off but monitor keeps on and off Acer XV241YP

I have 2 monitors 1 LG and 1 Acer XV241YP. If i use these monitor together sometimes i shut down pc Acer monitor will keeps on and off every dozen seconds in backlight, and next time i turn on my pc it will have to redetect Acer monitor and resize my windows.

i have tried reinstall windows, gc driver, delete unused display drivers in device manager. Nothing works

    It turns on and off in amber color, if i turn off power supply this issue wont happen , but i never had a monitor that needs to turn off myself , every monitor i used before it just sleep when i turn off pc

    At 1sf i thought it’s gc problem but i recall that years ago i also used 2 monitor in this same gc 1060 with same LG and another Benq monitor, but have no such issue
    I understand. As I said earlier that monitors are designed to go into sleep mode - Power Saver mode, when there is no input signal. I use an Acer Monitor and I need to manually press power button to turn it off. If not, the light turns amber and at some times can see display backlight also. 

    Conclusion:- Nothing to fear about this as it is an expected behavior. To save monitor life + Power, you can manually turn off the monitor when it is not in use.

    @Zactintin, Normally monitors are designed to go into sleep mode - Power Saver mode, when there is no input signal. To indicate that monitor power indication blue light turns in to Amber color. This is normal an expected behavior of monitor. 

    Are you experiencing the monitor ON & OFF issue, even after turning OFF your monitor power supply?

    After shutting down the computer completely, simply turn off the power button of monitor.     There are other solutions like where you can unplug the power cable of monitor on the surge protector or power outlet or you can turn off the switch on the surge protector or power outlet where the power cable of monitor is connected.    This will turn off your monitor. 

    Try windows +  x - it will show you the menu - click on shutdown or signout - click on shutdown
    Please make sure that the computer is completely shutdown.   
    Double check whether you see a black screen and there is no light on the tower.     It indicates that the computer is completely shutdown. 
    If the light on the monitor is still blinking after turning off the computer simply turn off the power button on monitor.
