KG241Q - Monitor affects system when powered off and on (dual monitor setup)

I have a dual monitor setup, which I am commonly using only one at a time. My KG241Q is my primary display, the other is an HP VH240a. When turning off the KG241Q, I no longer have access to the desktop behind it (cursor will not enter any space outside of HP VH240a), as well as when I power it on all of my applications migrate from the other screen to it.  I did not have these issues with my old Acer H213H bmd, which was replaced by the KG241Q. These issues are quite annoying, is there any way I can fix this?

    Windows looks to see which monitors are connected and what resolutions they support. If you turn a monitor off, it's no longer connected so that portion of the desktop is removed and Windows changes to only use the available space. That might or might not require moving icons around. When you turn the monitor back on it's area is added to the desktop, but icons that were moved before stay where they are.

    My other monitor, as well as the H213H, both allow for the cursor to access said "unavailable space" while they are turned off. If turned on, the cursor will be exactly where i would expect it to be on the other monitors. When powering on my KG241Q it overrides the current application areas (even while full screen on another monitor while both are on)

    That means when you 'turn them off' they don't actually go off, they just blank the screen and continue to report to Windows that they are there.

    Genuine question, if that were the case would the cursor stay there even if i removed the power cable to the non-KG241Q monitor(s)? When i remove all power source the cursor is still able to stay in that space
