Go to this link to download the manual. The router is the most important device to get wake on lan operating correctly and reliably. If your ISP has blocked certain functions upon which wake on lan depends, then you must deal directly with your ISP to get them unblocked. The issue is not your laptop since it is functioning as it should and ready for wake on lan.

Is your laptop connected to the router with an RJ45 LAN connector & cable?

Shut Windows down normally. Turn the machine back on and immediately start tapping the F2 key to enter the BIOS menu. In the BIOS Main tab, enable the wake on lan option. You may first have to set and save a supervisor password before this option can be set.

Yes, but can you access the machine from another machine when it's awake? In other words, is the machine visible on the network?

Are all the battery alone and plugged in options in Control Panel's power button app set to sleep mode only. If yes, then click this link and scroll down to configuring Win10 to wake on lan.  Once done,  your router should have its own wake on lan app that you're going to search for from your router documentation. If you don't have this documentation, what is your router brand and model number and I'll try to find it for you.

Did you also follow the directions in the user documentation that came with the router?
