We need to determine whether it is a hardware or software issue..   We need to narrow down the issue..    We need to try these basic steps first.

Doing the power drain and bios defaults will really help.

Without opening the laptop we will try to help you..   Kindly follow the steps given below..

Turn off the laptop. Disconnect or unplug  the charger cable, devices or any other cables connected to your laptop. Close your laptop. Turn it upside down.  On the bottom of the laptop, you can find a  pin hole. It is a tiny hole. You can a find a battery symbol indicator next to the hole. It is like a + and - sign symbol as though somebody is trying to shift the battery out. Insert the pin on to the hole for 30 seconds. Remove the pin. Flip the laptop. Connect the charger cable, turn on the computer.  Only on laptops where the battery is inbuilt you can find the battery reset hole on the back of laptop.

If you dont find a pin hole on the back of laptop then you might be using removable battery. There is no need to unscrew anything to remove the battery.  Turn off the laptop. Disconnect or unplug  the charger cable, devices and any other cables connected to your laptop. Close your laptop. Turn it upside down.  On the bottom of the laptop, please look at the top or bottom depending on the way you look at it. You can find a long door. It is a battery removable door.  Just below that you can find a latch.  If you move the latch you can remove the battery door. Once the battery is removed,  flip the laptop. Open the top cover, press and hold the power button for 1 minute. Connect the battery back on the back of computer. Connect the charger cable back and then turn on the computer.

If you don’t see a reset pin hole on the back of laptop or if you are not able to remove the battery (if it is inbuilt ) then please unplug all the cables and devices out of laptop.   Hold the power button for 1 minute.   Connect all the cables back and restart the computer.

While turning on the computer, tap f2. It  will go to bios. Press f9  once. It will show load bios defaults with a yes or no popup. Press enter. Popup screen will disappear.  Press f10 once. It will show save changes popup with yes or no. Press enter. Computer will restart and it will load into windows.

It might also be the issue with battery, charger or power outlet.   Try to use the charger in a different room on a different power outlet.  Try to bypass the surge protector and connect it directly to power outlet.    Try to use an alternative charger if possible.    Try to turn on the computer without the charger and check it  ( as long as the battery is not drained out )

@MoodyAbed so were talking about a laptop that u took to a repair shop and they diagnosed it there with the issue after reballing what was needed to be reballed i would say dont spend any more money trying to fix it neither getting a donor board it will be more expensive that getting a new one and if he diagnosed it and said the cpu is dead probably is none of the suggestions above will help u if this is the case i would just let it go and forget about it but either way good luck :)

He rebailid the pch chip the chip near to the battery it looks like a processor .. and I paid him money ..now the screen is just turning on but without any data . He told me that this device only gets data from the cpu ( he saw the Helios 300 board plan ) so maybe it is dead .he suggested to order cpu from china using Alibaba or whatever he will use and he will replace the cpu .. the issue here I don't know if I did this how long the device will work .. I really need it and I don't have money to change it . and the money to replace the cpu I will borrow it so I am really missed up ..
He also said maybe the cpu is not dead and we need the original bin file of the bios firmware .. he will flash this file to the bios chip in external device not in the board .

well, why the technician didn't repair your laptop, for what you pay him ? we cannot know what exactly was the issue and now what damage added there, because of technician work ( I hope that I wrong, but from your messages it seems like the laptop get worst... ).

try to remove all connected devices, ssd, battery everything. connect only one unit of ram and try to boot, if there no picture, try to connect ram to other slot and boot again. Try to connect hdmi cable and see if there any picture on other monitor.

MoodyAbed if u want proper warranty never import anything always buy on the country youre living in the model number its in the laptop shell case sticker not in the mobo same as the serial/snid and as i stated before if youre gonna pay for a donor mobo not really worth it unless u get a really good cheap deal with any u found because usually its way more expensive than buying a new laptop (especially for old discontinued models) and theres always the issue thats used u dunno what were the issues that the donor mobo had before it was refurbished sometimes they end up with the exact same issues they had previously but good luck :)
