When I switch on my laptop, i am seeing these white lines and the area of the affected screen is increasing gradually (now experiencing this for 2/3 months).

When i turn on after switching off the laptop, i see that the lines from top to bottom but after a few seconds (10-20sec) the central portion comes back to normal leaving the top and bottom lines(area affected). With time area of the affected screen is increasing also.  I can also see that the screen of the affected area is refreshing at a lower rate (1/2secs for 1 refresh ).

(I've connected my desktop monitor and it works fine. - so i guess its not a ram issue)

When i checked with the internet, some are saying that this is an issue with the display connector, but some are saying its an issue with the screen - so somebody who have experienced this or knows this please respond, what is the issue and how much does it cost to fix it?

Price of connector and also screen?

Please respond if you have any details.

I also wanted to know can I replace this original screen (1366*768) with a 1080p display or (1600*900) display

My model is Aspire v3-571

With Intel(R) Core(TM) i5-3520M CPU@2.60Ghz

4GB Ram

Yes, the ribbon cable connectors to the mainboard and the bottom of the screen need to be re-seated a few times to help clean their contacts. While you're doing that you should check to see if you have a 30 or 40 pin connector to the mainboard. If a 40 pin you may be able to upgrade the screen to FHD  like the G model in this link but it will likely be quite expensive.
