For the past two years say, I have a whining noise on startup and it is a high pitch to a low pitch over several minutes and which fades after several minutes; can anyone tell me what this might be or if it is detrimental to my PC in the long term or whether it could be fixed

Sounds like fan noise. When the bearing wear they can give a higher pitched grinding sound until they get up to temperature. As long as your CPU isn't overheating and you can live with the whine, just let it go. If you start seeing CPU temperatures in the 80C range without heavy game play then it's time to replace the fan.

Many thanks for all your helpful comments, my Pc is an Aspire Z5700 all in one touch screen desktop and yes I have had this problem for about two years and I do not think the problem has affected my PC and its performance but the noise is just annoying and it does not seem to be overheating so I may just put up with it and hope it will not be detrimental to my PC in any way  -  Many thanks again but if any of you have anything further to add I would be very grateful indeed
