Aspire A515-56 always recognizes my storage HDD as my boot drive, takes 2 boot attempts for Windows

Hello, I recently installed a second drive to have more storage on my laptop, and it is a 300 GB HDD formatted as NTFS. This drive has no operating system, but my BIOS recognizes it as a Windows Boot Manager, and no matter what order I set in my BIOS, every time I turn on my computer, it powers on for a few seconds, powers off, and then boots into Windows. I suspect this is because the computer is trying to boot into the HDD, which has no OS, and then it realizes that the OS is on the NVMe SSD. Is there any way to set the NVMe drive to Disk 0? Below I have a screenshot of my BIOS boot settings and my Disk Management program (with the storage HDD listed as Disk 0). As of writing this post, the latest BIOS version is 1.10, and I have it installed. Any hep would be appreciated :)
