After doing all that and if the WiFi/BT card does not work then, it could be that your WiFi/BT card or antenna is faulty or malfunctioning and needs replacing (the WiFi/BT card is not expensive and freely available) so try diagnosing all these things and/or replace them, try the antenna first and then the card as the card is a very reliable thing and very rarely goes wrong.

Btw the Aspires R7's OEM WiFi/BT cards models are as follows and you can get all their latest Atheros drivers for Win-8.1 here; "Unofficial Qualcomm Atheros drivers". Also Note: that the Atheros WB222 is also known as the AR9462 or better known and used mostly as the AR5B22 WiFi Dual Band 2.4 & 5Ghz 300Mbps Bluetooth 4.0 card and is the best card for this laptop,

I've used this OEM AR5B22 WiFi/BT card for years without any problems, its a very reliable card and very rarely goes wrong but, it could be that you "ANTENNA WLAN MAIN part#:50.M9UN2.004" could be malfunctioning and/or damaged, so replace, also check the Black/White antenna wires if they are connected properly and are not damaged to the ANTENNA WLAN MAIN.

Here are all the models and part numbers that Acer uses OEM on your Aspire R7 as their WiFi/BT card and antenna components.

    1. Foxconn 3rd WiFi 2x2 AGN+ BT4.0 Atheros WB222 - part #: NI.23600.102
    2. Foxconn 3rd WiFi 2x2 AGN+ BT4.0 Broadcom 43228+20702 (WiFi 43228 2x2 DB AGN+BT4.0 20702) - part #: NI.23600.100
    3. Liteon 3rd WiFi 2x2 AGN+ BT4.0 Atheros WB222 - part #: NI.23600.103
    4. Liteon 3rd WiFi 2x2 AGN+ BT4.0 Broadcom 43228+20702 (WiFi 43228 2x2 DB AGN+BT4.0 20702) - part #: NC.23611.003

    WiFi/BT type card

    ANTENNA WLAN MAIN part#:50.M9UN2.004

We need to know which model you have. Some of those older models have a disable/enable switch on them and yours might just be in the wrong state.
