nitro 5 How to stop micro stutters from undervolting a cpu?

so, i'm not the smartest guy when it w=ciomes to over or undervolting components, but undervolting my cpu really helps both my gpu and cpu some high temps. I have a nitro 5 with a 1650 and i5 9300h. I undervolted the cpu with Throttle Stop and lowered the volts by 100 for the core and cache. It did the job by significantly decreasing the temps, but i noticed how many frame drops i ended up getting because of it. Some of these games i had this with was valorant, overwatch, rocket league, and fortnite. a gtx 1650 can easily handle those games with less than 50% usage and around the mid 60 degrees on the high end but frame drops regardless. What should i do? Even if i undervolt it just a little ( like -10, which doesn't even do anything), the stutter appears. I really want those temps back but i don't want the frames to stutter.

    It's not the undervolting that makes the temperature drop, it's the disabling of turbo boost.

    Try to enable turbo boost while undervolted or disable boost while in normal volt.
