    I was having a very similar problem with the screen on the PH315=52-78VL. It would show the boot logo, then shut off afterwards. The temporary solution I found was to open it an inch or two quickly, then extremely slowly open it the rest of the way, slightly past the 95 degree mark. This sometimes would result in the windows login screen being displayed in a 4:3 aspect ratio, while at other times, bringing the full screen to life. 

    Either way, it's been like that for about a year. I just got fed up an hour ago and removed the plastic border around the screen, inspected the cable coming up through the hinge, and discovering that it was being very slightly crushed and had the sheathing peeled back. Giving it a little squeeze with pliers cause the same screen turning off and then returning in a different resolution problem. I pulled it out a bit, taped the sheathing down and shifted the bend point up a little, pulling the half millimeter of extra cable up into the cable routers on the top.

    After testing the usual cases where the display would hang after boot and on sleep/hibernations, the problem seems to be gone for now. Hopefully this helps anyone else who runs into this problem, as it seems to be spread across at least two SKU's of the 2019 model.
