Predator PH 315-51 CPU Fan not working

Hello everyone,
My Acer Predator PH315-51 CPU fan isn't working. It has only been a year since I got it replaced and I'm not sure if there's a need for another replacement. 
Anyway, I went to Acer's service centre and they are charging around Rs 4000 ($55) for it. Also, I realised this later but after I gave it to them for inspection - GPU fan isn't giving a constant 6122 RPM anymore. 
I'm sort of clueless as to what I should do here. CPU fan used to work at around 4000-5000 rpm. I did open the back panel and tried clearing any dust but that didn't work either. Also, the blades aren't rotating smoothly compared to the GPU one. It seems stuck (?) 
Should I purchase a replacement and try installing it on my own? Is there any way I can fix the current fan? 
from where should I purchase a replacement? (AliExpress is banned in India)
