Earth Leakage - Acer swift

I am getting a considerable "belt" when touching my Acer swift's aluminum case.
So with the aid of a multimeter the voltage leaking is circa 20v , but if the point of contact is at a corner of the lid , this voltage then jumps to 60v !
Now this is with the charger disconnected , bare feet on dry tiled floor. 
This should not be happening with battery power only or even with the charger.
Then I dis connected the USB cable -Supra 2.0  (audiophile grade USB), which supplies the digital signal to my DAC and of course 5v 
The 60v drops to 10v and case leakage now is insignificant.
