Broken gpu fan

Hello, whenever I turn my computer on, the gpu fan spins very slowly around 230 rpm, and after like 10 minutes it goes to 3000 and it maxes out at 3000. I have opened up my laptop, and used compressed air to see if it was because it was dirty, and when i try to move the fan it barley moves, does that mean it is broken? If so is there any way I can repair it.

    Firstly, what is your laptops model number? Replace the fan as this sort of symptoms will damage your GPU as the GPU fan is not working properly. GPU fans are not expensive and they very easy to replace, do this if your laptop is not under warranty only.
